Clarifies that where public access is required as a condition of a subdivision, either the county must accept dedication of and maintain the access or identify an entity to own and maintain the access. HB579 RELATING TO WILDLIFE
Prohibits the use of body crushing traps and non-padded or non laminated foot or leg-hold traps and provides exemptions, regulates the use of snares and padded or laminated foot or leg hold traps and provides exemptions, and establishes penalties for violations. (HAR)

HB1531 RELATING TO HIGHWAYS
Authorizes the department of transportation to pursue a comprehensive six-year modernization program and provides it sufficient resources to implement the plan by amending the state liquid fuel tax, state vehicle registration fee, state vehicle weight fee, and rental motor vehicle surcharge through increases of the various taxes and the flat rate amount in sections 243-4(a), 249-31, 249-33(a), and 251-2(a), Hawaii Revised Statutes. HB1473 RELATING TO HIGHWAYS
Requires, effective 1/1/12, that all new lighting fixtures installed on public highways to be fully or partially shielded, to minimize glare and light pollution. (M.LEE)

HB1629 RELATING TO MOTORIZED VEHICLES
Requires the Director of Transportation, rather than the counties, to regulate mopeds. Requires owners of mopeds and motor scooters to register them with the State and obtain license plates. (SOUKI)

HB158 RELATING TO UNINSURED MOTOR VEHICLES
Prohibits the driver of an uninsured motor vehicle that is involved in an accident from suing any other person. Allows a passenger in an uninsured motor vehicle involved in an accident to sue only the driver of that vehicle. (M.OSHIRO)

HB646 RELATING TO TRAFFIC VIOLATIONS
Prohibits motor vehicle mufflers from emitting a noise level above 95 decibels. Authorizes law enforcement officers to issue traffic citations for violations that are correctable. (BROWER)

HB623 RELATING TO OPERATION OF MOTOR VEHICLES
Makes it a petty misdemeanor to operate a motor vehicle while using a text messaging device. (EVANS)
