Cabanilla's letter to Land Use Commission

Rep. Rida Cabanilla made public a letter submitted to Dan Davidson, executive officer of the state Land Use Commission, commenting on the DR Horton Schuler Division's request to reclassify Ewa lands from agriculture to urban use for a new community development project. The proposed project, called Hoopili, would create "11,700 homes, as many as five schools, a regional park, retail units and other commercial space," according to an editorial in the Star Bulletin last year.

In the letter, Cabanilla asserts that she supports the proposed development "so long as the requisites aforementioned above are carried out and applied." Her requisites include changes and assurances to development plans related to transportation, education and the environment. One requisite is that the developers must not create more traffic congestion for residents of Ewa/Ewa Beach by mounting a traffic signal on Honowai Street at the merge with Kunia Road. Another condition stipulated in the letter is that the new schools be ready for children living in Hoopili, rather than busing them to schools outside the community. Cabanilla provides explanations for her requisites and detailed suggestions on how to fulfill her requisites.
